In a controversial policy proposal to the Trump administration's AI Action Plan, OpenAI has intensified its campaign against Chinese AI laboratory DeepSeek. The proposal recommends that the US government consider prohibiting models from DeepSeek and similar China-backed AI initiatives across all "Tier 1" countries under Biden administration export classifications.

According to OpenAI's submission, DeepSeek's models—including their reasoning model R1—pose security concerns due to Chinese legislation on user data. However, critics point out that this move comes as DeepSeek and other open-source AI models have gained significant traction in the market, challenging OpenAI's commercial dominance.

The scope of OpenAI's reference to "models" remains ambiguous, potentially targeting both DeepSeek's API and their freely available open-source models. Notably, DeepSeek's open models lack mechanisms enabling data extraction by any government, as they're hosted on infrastructure provided by major Western companies like Microsoft, Perplexity, and Amazon.

This escalation follows OpenAI's previous accusations that DeepSeek was "extracting" knowledge from OpenAI models against terms of service. However, many industry observers see this as a strategic move to limit the growing influence of free, open-source AI technologies that threaten OpenAI's subscription-based business model.

Despite OpenAI's claims of government control, no definitive connection has been established between the Chinese government and DeepSeek, which emerged from quantitative hedge fund High-Flyer. The timing of this proposal coincides with DeepSeek's rising popularity and effectiveness as a free alternative to paid AI services.
